What a beautiful setting for it to be so people can sit and enjoy their surroundings! I love that railing/fence with spindles!

I enlarged your photo to see it better and it looks like a cement foundation with slats for the upper bench BUT to me it looks like plastic or such because the ends have "holes" I could be wrong . . . It is nice bench for a beautiful environment!
