Looks like there are two circular benches in the walls. . . the first one has that neat "sculpture" above it. I wonder why the rope is in front of it? Looks like an inviting bench but they don't want you to use it.
There's a rope because those benches are a part of roman vestiges that come from antic times. It's better to protect them against graffitis and destruction.
